The 3p and 3 1/2p values were issued later in June due to problems getting approval for them. Only 1000 complete sets were madeof the first five stamps if you include to 3p stamp of which only roughly a 1,00 were made for the complete set of seven with the three 3p variants this reduces the number of complete sets even further. These seven stamps make up issue 2.
